As the bill summary indicates, this legislation would provide for a pre-release system for incarcerated women that would address the specific needs of women, and provide a continuum of care and services that will help enable them to successfully land on their own two feet after their incarceration.

Women represent the fastest growing segment of the Massachusetts prison/jail population. Yet their needs are not adequately addressed by the traditional prison system. They come and leave with different issues and needs from men, and this program would help establish effective custodial and post-custodial programs that will serve these issues and needs.
